Blue Plus (Blue Cross Blue Shield of Minnesota) is the only PPO on MNsure, so it offers out-of-network coverage and broad flexibility, with a national network handy for travel. HealthPartners is an integrated insurer and care system with its own clinics, which often means lower premiums and high quality ratings when your doctors are in its network.
